New Zealand Group Visas Move Online: Agent Guide

Short answer: Immigration New Zealand has moved Group Visitor Visa and Tour Escort Visitor Visa applications to its enhanced Immigration Online system. Drafts left in the old system are deleted on 8 October 2026, so finish them or restart them now. Applications already submitted are still processed.

For agents and tour operators who lodge visas for groups travelling to New Zealand, this is the one date to diarise this week. It does not change who needs a visa or what a group must show. It changes where the application lives, and it removes anything still sitting unsubmitted in the old forms.

What Immigration New Zealand has announced

Immigration New Zealand (INZ) set out the change in two news-centre notices, on 11 and 24 August 2026:

  • From 24 August 2026, new Group Visitor Visa and Tour Escort Visitor Visa applications are directed to enhanced Immigration Online.
  • From 24 September 2026, most other visitor visa types can no longer be started in the old system either.
  • On 8 October 2026, the old forms close and any remaining draft applications are deleted. INZ's group notice gives 7 October as the last day to complete a draft on the old form.
  • Applications already submitted on the old form will still be processed. INZ says applicants do not need to do anything, and submitted applications stay accessible in the old system for document uploads and INZ requests until a decision is made.

The NZeTA is not affected. It was already an online-only process.

Why it matters for group programmes

A Group Visitor Visa covers people who arrive in and visit New Zealand together for the same purpose. INZ says one group application can hold up to 50 individual visitor visa applications, and that every member must arrive together. The stay is normally up to one month.

The Tour Escort Visitor Visa is for a person employed outside New Zealand, typically by a travel agent or tour operator, who arrives, travels and departs with the group. An escort gives day-to-day help such as arrivals, departures and translation. INZ is clear that an escort must not lead activities or provide in-depth local knowledge: that is tour guiding, and it needs separate work authorisation. On a New Zealand programme, the guiding sits with the local guides and driver-guides we arrange.

The new system adds one feature group handlers will notice: an application can be shared with other people, including other group members and tour agency staff working on it. INZ says it designed the product with visa processing staff, immigration professionals and the international tourism sector, including Approved Destination Status (ADS) agents.

What to do this week

  • Check for old drafts. If your team or your client started a group or escort application in the old system and has not submitted it, complete it before the deadline or start again in enhanced Immigration Online. A deleted draft cannot be recovered.
  • Do not resubmit what is already in. A group already lodged on the old form is still processed. Use the old system to upload documents or answer INZ requests for that file.
  • Build in time for the new form. A first application in a new system takes longer. Allow for it in the lead time on any group travelling for the summer peak or Chinese New Year.
  • Keep the escort letter current. INZ asks for a letter from the escort's employer confirming the role, dated within 12 months of arrival.
