**Short answer:** Since the 2026 winter, drivers who do not fit snow chains when conditions call for them on roads managed by the Queenstown Lakes District Council can be fined $750. Police issue the fine under the council's Traffic and Parking Bylaw 2025. It covers roads such as the Crown Range Road and the access road to Coronet Peak ski field. For winter groups, the safest plan is a professional coach or transfer operator, with time built in for chains and closures.

The rule was enforced for the first time in the 2026 winter. With that season now over, this briefing is for travel agents and tour operators planning next winter's groups in Queenstown and Wānaka. It is also useful for travellers who plan to drive themselves to the snow.

## What changed in Queenstown?

- **A fine for the first time.** The council announced on 25 May 2026 that drivers who fail to fit chains in snowy or icy conditions on council-managed roads can now be fined. The fine is $750.

- **Which roads.** The rule applies on any council-managed road where conditions call for chains. The council named the Crown Range Road, one of the district's highest-risk alpine routes, and the road up to Coronet Peak ski field.

- **Why.** The council said vehicles stuck or abandoned in snow have delayed road crews in past winters. Enforcement is meant to help grit trucks reach and clear major routes quickly.

- **Education first.** The council and Police said they would start with an education-first approach at the beginning of the 2026 winter.

## When must chains go on?

The council lists four situations:

- **A "chains required" sign** is showing, including electronic message boards.

- **The road is covered** in snow or packed ice and tyres are slipping.

- **Ski field or road staff** tell drivers to fit chains.

- **The vehicle is losing grip**, even with winter tyres.

The council also says drivers should carry chains and know how to fit them, check conditions before setting out, allow extra time, and pull over safely to fit chains before icy or steep sections.

## What it means for coach groups

- **Book a professional operator.** Coach and transfer companies that run ski field and Crown Range routes in winter plan for chains as part of the job. We book [coach and private transfers](https://www.explera.co.nz/services/coach-and-private-transfers-new-zealand/) with operators used to these roads.

- **Build in time.** Fitting chains, waiting behind a grit truck or a short road closure can add time to a transfer. We leave a buffer before flights, lessons and dinner bookings.

- **Have a plan B.** The council says gates on the Crown Range Road may close in severe weather. A Queenstown to Wānaka day can then go round by the longer State Highway route or swap with another day. Our [weather contingency briefing](https://www.explera.co.nz/blog/2026-10-12-new-zealand-itinerary-weather-contingency-groups/) sets out how we plan for this.

- **Snow days for first-timers.** Many groups from Asia and the Middle East come for their first snow. Our [ski and snow](https://www.explera.co.nz/services/ski-and-snow-new-zealand/) team arranges ski field transfers, lessons, hire and snow-play days, so clients do not drive mountain roads themselves.

## What it means for self-drive clients

- **Ask the rental company about chains.** Clients should confirm chains are in the car and ask for a demonstration at pick-up. Practising once in the car park is easier than learning on a cold roadside.

- **Check before leaving.** The council sends a daily winter road report by email between 6:30 and 7:00 am, posts closures on its website and Facebook page, and closures also show on NZTA's Journey Planner.

- **Think about a shuttle.** For a ski day, a ski field shuttle or a booked transfer removes the chain question altogether. Our [self-drive and campervan briefing](https://www.explera.co.nz/blog/2026-10-05-new-zealand-self-drive-campervan-agent-briefing/) covers other points to raise with self-drive clients.

## FAQ

**How much is the snow-chain fine in Queenstown?** $750. Police can issue it to drivers who do not fit chains in snowy or icy conditions on roads managed by the Queenstown Lakes District Council.

**Which roads does the chain rule cover?** Any council-managed road where conditions call for chains. The council named the Crown Range Road and the access road to Coronet Peak ski field.

**When do drivers have to fit chains?** When a "chains required" sign is showing, when the road is covered in snow or packed ice, when ski field or road staff say so, or when the vehicle is losing grip.

**Where can clients check if a road is closed?** On the council's website and Facebook page, in its daily winter road report email, and on NZTA's Journey Planner.

**Should winter groups drive themselves to the ski fields?** We recommend a professional coach, transfer or ski shuttle for groups. The drivers know the roads and fit chains as part of the job.
