**Short answer:** Since 25 October 2025 the Hauraki Gulf/Tīkapa Moana has 12 high protection areas, five seafloor protection areas and two larger marine reserves. Fishing is banned in the reserves and high protection areas, and DOC rangers are preparing for their second summer of patrols. Explera DMC New Zealand plans gulf boat days that keep groups inside the rules.

The gulf is the water most Auckland programmes use for a day out: ferries to the islands, sailing, kayaking and fishing charters. The rules now depend on exactly where the boat goes, so the route matters as much as the activity.

## What changed in the Hauraki Gulf?

- **New protected areas.** The Hauraki Gulf/Tīkapa Moana Marine Protection Act came into effect on 25 October 2025. It created 12 high protection areas and five seafloor protection areas, and extended two marine reserves.

- **Larger marine reserves.** DOC says the extension more than triples the Cape Rodney-Okakari Point (Goat Island) reserve and doubles the Te Whanganui-o-Hei/Cathedral Cove reserve.

- **More of the gulf protected.** DOC says protection in the gulf grew from 0.3% to 5.9%, excluding the Cable Protection Zone.

## What can groups do in each area?

- **Marine reserves.** Strictly no take. Swimming, snorkelling, boating and diving are allowed.

- **High protection areas.** Commercial and recreational fishing is banned, including crayfish and other shellfish. Careful anchoring can continue.

- **Seafloor protection areas.** Bottom trawling, dredging and Danish seining are banned. Line fishing, spearfishing, diving for seafood and careful anchoring are allowed, and fisheries rules still apply.

## Where are the rangers this summer?

DOC says a team of 34 rangers will patrol by boat and on foot, supported by high-zoom CCTV, drones, New Zealand Police and Fisheries New Zealand. It names Long Bay-Okura Marine Reserve, Kawau Bay high protection area and The Noises high protection area as hotspots for breaches. Infringement fines for fishing in a marine reserve or high protection area start at NZ$600, and DOC officers can seize fishing gear.

## How should agents plan a gulf day?

- **Ask the operator for the route.** A fishing charter should confirm that it fishes outside reserves and high protection areas.

- **Sell the right activity.** In a marine reserve, offer snorkelling, kayaking or a glass-bottom boat rather than fishing.

- **Brief the group leader.** Clients should not take crayfish, shellfish or fish in a no-take area, even by hand from the shore.

- **Combine the day.** Pair the gulf with an island stop.
